I'd concur but I think the brightness is an Enb / weather overhaul thing.  Normally there's a dead orc near that giant rib cage but that might just be when on the related quest.

Quite likely. Looked a bit bright to me so maybe one of the last updates to my ENB did something. ?

Think that's Fort Dunstad.  Home of the Stumbling Sabercat. Not sure why they're having rat fights, maybe because the sabercat is drunk and won't eat them.
