For example, managing to escape a raider camp, run to a neutral BOS outpost, and ask them to free you (maybe with a charisma check or something). Does that functionality exist?

The mod posted above your's works too. Can toggle it on an off as needed.

This is on purpose not part of this mod. This mod just puts the hardware into the game (handcuffs, shock collars). Interactions with NPCs and quests are left for other mods. Separation of concerns.

I am telling the game to dismember the victim when the collar explodes, both for NPCs and for players. It is very much possible that this is not fully working for the player... are you using a mod to increase the time of the "death camera" to better observe what is happening? 1

My guess is it's one which lacks dismemberment, so continues to show the whole body intact rather than a headless corpse. You should have the MCM even if the mod isn't active. At bear minimum it would say it's missing the esp. You are launching the game via f4se_loader.exe and have it correctly installed?

If it is active you'll have all the options, and it should be working.

Yes as @izzyknows already said: No MCM = not installed correctly.

It was originally developed for Four-Play, thus the name, but it isn't related to Four-Play any more.

AAF also automatically installs the latest version, so if you're using a recent version of AAF you already have it, and don't need to tell RH to install its copy (which may wind up overwriting AAF's copy with an older version and that could cause you problems).

Not at all I suggest watching a video on the installation process and how to use it. https://www.youtube.com/watch?v=ruq6hQIAvB8 Also make sure you are using xEdit, in this game that's FO4Edit to check if the mods are loaded and mod dependencies are also correctly loaded. There are guides on that as well, it needs a extra step to get working in MO2 which should be mentioned in the tutorial if I'm not mistaken.
