I would guess it is something mod added though I could certainly be wrong.

 

I really don't remember a pile of cheese wheels though, with an axe cutting one off.  I do remember a few places with a loaf of bread on a table, split using the half bread items on either side of an axe.

I thought it may be mod added but I can't think of a mod that would do it and I don't have anything modding this location.
