Survival is asking PapyrusUtil directly "What version are you?" and the message pops up if PapyrusUtil says it is less than 3.3. There are a few mods that include an out of date version of PapyrusUtil for some reason rather than making PapyrusUtil a requirement. So when you install these mods you are overwriting new PapyrusUtil with older version files. To fix it: A) If you are using Mod Organizer then make sure you have the standalone version of PapyrusUtil installed and move it to the very bottom in the LEFT window. B) If you are using a crappy non-virtual mod manager then reinstall PapyrusUtil and overwrite all. Haven't had any problems myself. It's possible the guard AI is being hijacked by another mod. Also Npcs in scenes won't react because scenes take priority. Try enabling debug mode and hit a guard with the Get Actor Package spell and see if you can trace it back.

Well that's a vanilla package. And in vanilla at least it doesn't have an associated quest so anything at all should work. If it's a armor/weapon they should be reacting to - the armor/weapon isn't a licence exception is it? Other than that all I can think of is to restart the associated guard behavior by disabling it in the Mcm and EXIT the mcm. Then wait 2/3 seconds and go back in and enable it again. It's odd that it's happening for both toll guards not inspecting licences AND normal guards not enforcing behaviors. They're on separate systems....

Am i missing something?

Am i missing something? You'd have to check your load order with TesEdit. Check the container records in survival. The merchant records. And make sure _SLS_Tools is making it to the winning override. You could just be unlucky and the merchant might have none that day.

The weapon/armor equipped guard behavior won't trigger in small towns. You need to either be in an interior cell or inside a walled city. Sounds like a lot of work ya I get it, there is a reason for it... but some kind of mechanism for starting a new game is needed. Even if it is a "start game with a weeks worth of license" MCM option. only existing option is to start the game with licenses disabled which just feels lame. ?

If all you want is an easier start toggle then I can probably add the "Snowberry Start" option. 1x week long magic, weapon and bikini licence (+ clothes if it's always enabled) But must be toggled on before leaving the Alt Start cell. Dunno if that would work for Unbound though. Chances are it'll all get stolen from you anyway by all those bandits as you try to leave Winterhold. 1

Just StopQuest _SLS_CumAddictAutoSuckCooldownQuest in the console and wait/force a cum hunger level change (peckish -> hungry for Eg.) to fix it. Dunno if that would work for Unbound though. Your Devious Follower will give you a nice warm outfit to wear. If you don't like the model, you can always change it. I find the "point" of going to Winterhold is that it's hard to get to. If your license has run out, all you have to do is avoid the enforcers in Winterhold itself and you're fine. Any other problems were nothing to do with SLS anyway. Sure, when you walk into Windhelm, or wherever, you'll get a lot of confiscation, but you can buy your licenses and reclaim everything. Unless you have no money, in which case you're in the same situation you'd be with a normal start. This simply raises the question of "how to start". If you have a prostitution mod, you have a way to raise some money to buy licenses before you adventure. If you don't, or won't, then you really will be picking snowberries to pay for your food. That's one of the tricky parts of SLS... If melee is an unreasonably hard option to start with (Burdens of Skyrim and other combat mods) and you can't use magic, then how to you start without prostitution? Either your permit some other tradeskill as a way to make money, or you can't ever leave town. I guess if you have Slaverun auto-start, something will happen... If it's not on auto, then even Slaverun won't start because you won't be able to do the starting quests. It's an area where I'm looking for ideas. One solution I found was to get enslaved in Ibn. There is no need for a license there and the Falmer are all female. You can get set-up, then deal with the human towns and their silly licenses later, once you have some money, levels and skills. It's a bit of an easy mode, but it makes a change.
