And there is nothing else close to this on my Map, the next closest thing is the Beast Stone.

There is a Dragon Grave to the left but it's been so long since I started that quest on a play through I don't remember if they get identified after the dragon has been resurrected.

All right. Where you are standing is the entrance to Vahlok's Tomb. That only becomes available later in the game.

Oh... Yeah,
I've not bothered with the Skaal for about the same amount of time that I've not bothered talking to Jaal Ballsack about Dragons and Helgen.

I wonder if you can get any quest from them without being Dragonborn...

I think it's possible with a shouting Non-Dragonborn. You need the first word of the bend will shout to clear the Wind Stone. Otherwise the Skaal villagers won't talk to you. At least not in a meaningful way.

I was going to say it was a close up a Ulfric's anus but now you have given clues I will take a guess at it being Sovngarde

 

And my first image search on DDG shows that it is... The fact no one answered shows just how many of us bother with the main quest anymore

To be specific, it is the "sun" over Sovngarde. That doesn't occur until after Alduin's death (and the ending of his ability to cast his soul snare mist).
