There is only one mill associated with a Dark Brotherhood Quest. It is "Kill Hern" given by Nazir and requires going to Half-Moon Mill.

Shellbug cave in the Forgotten Vale.  I forget the exact name, but it's some cave/cavern system infested with Falmer, and the shellbug is in a little side cave.

There's a skeleton hidden above the entrance to some mine and I'm thinking that's where this is, but can't remember the name of the mine now.  Upper left quarter of the map, I think it's the one where there's a guard tower that releases a rock slide on you as you come up the path.
