Well, it's been a bit, and no guesses.  It's clearly not a statue - like Azura, or Meredia.

 

A standing stone, from somewhere just beneath the standing stone?

 

Fine; solid guess:  The Lover Stone from Kolskeggr mine?

My first guess, which I'm pretty sure is wrong, is Old Hroldan as seen from the unmarked shrine on the road (near where the Apachii Divine Goddess store mod is).

 

More likely though is that it's Bard's Leap/Lost Valley Redoubt, but not sure where it's being viewed from other than the lake/river at the base of the mountain.

I was afraid not cropping that out would mislead someone. Sorry that it was you. That is actually vapor off a smelter. And the location this picture was taken from is Soljund's Sinkhole.
