Is there a way to make the decaps work on people using UBE body? If not, are there any tutorials I could use to possibly convert it myself?

Ask the UBE author about this.
Decapitation is a base game feature and was not introduced by me.

Does altering the nioverride values to prevent ctd affect anything else? I use numerous appearance mods. Idc much about the heads when decapitated, I care about them in every other situation.

It disables face overlays. IF you dont really care about the decaps, The MCM has an option called "Use Fake Decap" this prevents ctds even with face overlays enabled.

I have no interest in Fallout, and Animations cannot be ported between the 2 games. which means I´d have to remake all of them for a different Rig. And that's not gonna happen.

The guillotine and the use of a giant axe for beheading are not very compatible with the style of FO4, while the execution of piercing and hanging have already been achieved in FO4.
More badend methods will be implemented in fo4 in the future. Many people are already pushing forward with this matter.
The conversion of animations, and models, as well as novel and interesting ideas, are welcome to be provided.

This is caused by Nioverride. A quick workaround:

Open Data\SKSE\Plugins\nioverride.ini try to find [Overlays/Face] and make it look like this

 

[Overlays/Face] ; "Face [Ovl#]" and "Face [SOvl#]"

; Determines how many face overlays there should be

iNumOverlays=0 ; Default[3]

iSpellOverlays=0 ; Default[1]

 

For special Edition users, this setting can be found in

Data\SKSE\Plugins\skee64.ini

 

Is there another way to solve the problem so that faces are not without makeup on the spit and during beheading?

It makes the head invisible and eqips the bloody stump, but it doesnt spawn a head which rolls around

Are there any bad ending mods available in Fallout right now, I only found one, and it was made by an author whose avatar is a red skull.

Bad end does exist. But it is more appropriate to call it an "animation mod". It is stored by aaf violate as the ultimate way to present defeat.

Hmm, then I'll rephrase the question. I returned the settings in skee.ini to default, but my makeup disappears on the spit. Is there a way to keep makeup on a fried body?

I'm currently struggling because I use the the gog version of Skyrim and I downloaded papyrus with the gog utility but the mod constantly says that it's missing

I'm assuming you are talking about PO3´s papyrus extender here.
If my mod says its missing, that means it cannot access its functions. this either means you Did in fact not install it, you installed the wrong version, or you are missing its prerequisites.
