It is exactly the same here. The Court appointed Attorney is so overworked they are usually ineffective no matter how hard they work. 

I think it's that way to burn them out and make them Jaded towards actually helping and wanting to help their clients.

Hiring a lawyer is expensive, so that is why most people threaten it, but don't carry through.   We had a case where someone refused to do the right thing, I told them they left me no recourse but to seek legal counsel, which they said "Fine, do it".   When the lawyer called them, they quickly changed their tune, but the die was cast.   We won, but.....we never recovered the lawyer's fee.   $1500 for a 4 minute phone call (explaining the situation to him was "free") plus having him show up at  court for about 45 minutes.   The paperwork, done by his staff, was done in less than an hour.

I just got a phone call from one of my relatives in my old hometown. My dad, who was sentenced to life in prison for drug charges, weapons charges, multiple counts of aggravated sexual assault on a minor, and attempted murder, was killed in prison. There's an investigation going on as to what happened, but so far, it seems like he was jumped by multiple inmates in his cell and stabbed to death. I just responded by saying "OK."

Honestly, I always hated him, so I don't really give a shit.
