The best way to install it is to use either Vortex or Mod Organizer 2 as manual installations can be rather messy.

Serpent tells my character to go to the storm cloaks and give Ulfric a letter. He also tells her to meet someone helping the Thalmor in Solitude. However, neither are given quests. Should they be?

 

Furthermore, I talked to Ulfric, and the only option I have is "I want to fight the Empire". I don't see an option to give him the letter (I think).
