Max and Xiimii had one dream - they wanted to go home. They decided to do everything possible to make it happen. For the start they had to develop their base, collect a lot of p-factor and find frodisium - the crucial element used to create a hypergate.
This is Destana again. For the sake of brevity, I'm going to be telling a lot of the story. Even the parts I'm not there for (as described to me later by various sources). We set out from Solitude on the 17th of First Seed, 216 with the fleet and airship. When we were out in the deep blue ocean, the airship peeled off to meet the small body of ships coming out of Daggerfall and Wayrest. They hadn't contributed as much as Skyrim, but this was our war. We passed through Sanctuary on the way to Concord. I didn't have time to really stay and chat, but I smiled when I saw what Winter and the gang had been up to in my absence - they'd taken the Sanctuary Hills sign from near the Old North Bridge, cleaned all the vines and overgrowth off it, and remounted it above the main gate. I made a mental note to put some spotlights on it so its visible at night, but that would have to wait for some other time.

After the hunt in the nearby pub Max and Xiimi gained enough p-factor to start expanding their base. But before then Xiimi constructed portable p-boosters for Max. As an android she could store p-factor in her batteries anywhere, while in his case everything generated outside went to waste.
