I looked at the dialogue conditions and the only thing I can see that would prevent the dismiss dialogue completely is if you are not wearing one of the three Balazar collars. (The collar type is a condition so he can unequip the right one and take it from you.) Ok, I will have to check it out. I rechecked my Solitude quest status and it seems that I was never able to start it - maybe Elisif bugged out and I consoled her back in and forgot, but she is - post Civil War - in the basement of the Blue Palace and when I choose the dialogue to gain favor, she responds with something along the line of "Not now - talk to me again when I am on my throne"...which she never is.

I don't run the civil war stuff much, but I'm pretty sure Elisif is the only Jarl that cannot be replaced by any civil war actions or decisions. I haven't checked with female balazar, but vanilla clothes work on every other npc. Ill try with a different dremora, but xedit shows no modifications to either dremoras. One thing that I noticed was that the clothes somehow also occupy the 52 slot, which could be the reason, as outfits aren't rendered if the NIF data doesn't have the same slot as the esp. I'll check the clothes in nifskope, but since it renders on other characters, it may be something to do with your scripts. Edit: It seems that the redguard clothes didn't have dremoraRace in their compatible races. Added it and it was fixed. Edited February 3, 2025 by Alturistix 1

I looked at the mod with xedit and I see that I did add the dremora race to the armor addon (AA) file for the redguard clothes. So, I wonder why you had to add this?

Impossible, Elisif agrees to Ulfric's terms when he gives a victory speech to the soldiers in the courtyard of Castle Brim. There are no alternatives, since no one can replace her; there is no opposition to the empire in Solitude.

But this is what happens - she never leaves the basement and says "Not now. You may address me when I am on my throne." I assume that means when she's sitting on her throne physically? This should run the script. But for the future I will say one thing - don’t play such mods with the main story, the civil war, completed. Personally, I have characters specifically for this, + I'm tired of the main story

On leaving the cell on the right there is a trapdoor. Use it :3 You need kill guard too.

Did you try to talk to him through the bars when he walks past? If so, did he open the door? If so, then you need to fight him to escape. Note that there's a weapon rack nearby.

I've tried talking to the guard through the bars as he passes in front of the gate, but he only shows hostility on his compass and won't open the gate for me - he just keeps patrolling.

What level are you? If you're not level 20, the door should have been locked if one of the priests didn't let you in. In any case, there should be a quest marker on the two priests (or one priest, if you are less than level 20), and one leaves the museum every day to go to the tavern. My guess is you fast traveled out of the shrine interior with a mod. If so, go back and leave via the door. There is an encounter outside the door that will advance to the museum stage. He shouldn't be hostile. Have you tried reloading an earlier save? Is he still hostile?

Yeah, it's still hostile even with a previous save, so I just entered TCL, got out of the prison, found the ring, and proceeded with the quest.

Thanks, I guess Balazar was too far away when I went in the shrine so I had to go outside to talk to him to get the translation and I guess something didn't update in the quest but going back in and out of the shrine has fixed it, thanks!
