No really, I found a shoe shop, or at least a shop with shoes. This last one is a twist. The location should be obvious. The guy on his butt shows up at that location once during a quest. Middle one is Rdiant Raiment. Bottom one I would guess the Mage College due to the size of the place. Only ever been in the place a few times. These two are very close to each other and not too far from the potato one above.
