The sheer amount of texture/modeling work combined with the amount of scripting means a simply gigantic project for a team of modders. Personally I believe its going to take a combination of mod setups like that and Enb work with shader/pallet swaps to get anywhere close to the effect you desire. Its more or less not about the sheer amount of work, it's that Skyrims game engine would not be able to handle it. Unless someoen could perform some really mystical voodoo stuff, it just is not possible to have a living seasons mod.

I have yet to install the Nexus version so I can't say if it's included. EDIT Checked the files and the Asuka cap is included.
