I FINALLY googled it enough to find I needed to temp disable my Norton extension in chrome "Norton Safe Web".

I downloaded it and scanned it with Norton and it reported it as safe!

in high fps physics fix ini need to set      FixOCBPSpeed=false    instead of true, stops the crashing on loading

I found a mod that conflicted with OCBP, it's Flashy(JoeR) - Crime And Punishment.

Maybe try again? Things here can be hit-or-miss at times, this was probably a transient issue. I clicked it just now and it downloaded fine for me.

I scanned that build that was posted (OCBP_1_10_984) with clam av open source virusscanner and with microsoft defender and it didnt find issues

(but it could still have all kinds of malware)
