I think Worik's complaint relates to the seeming 8613 trees that will be required for forms for my tax return alone. I believe she's subtly suggesting that I send it electronically (regardless of whether the forms look different or not). However, I can put off the government taking my money from the bank by mailing it in rather than sending it electronically so they have made it fiscally advantageous for me to file manually.

My local tax office receives 8614 pages of tax blablablabla every day.  They employ a subdepartment to scan that pile and transfer the "exhausted" pages to another department for proper file destruction.

While performing the verification of the citizens claims, pages are printed again to clarify issues with other officers or the citizen, ... and destroyed again.
