Just why though?

your question seems selfish or you have something in your mind !

i am not a modder just a user .

modders are just users ( at least at the beginnings ) who have enough of the game rules and decide to change everything to there taste .

each one is having his own solutions to make his imagination and desires come through ( with enough motivation to do so ) .

when they share their mod they sometimes answer other users and change or evolve the mod .

nothing oblige you to to follow their rules as you mentioned Xedit ,CK ( modifying the game makes you a modder , and one day you would pop up with sharing your mods ) and do not expect to make everyone happy always someone who want to redo it differently .

I don't like scripting solutions. They tend to be "heavy" at the user end often leading to undesired/undesirable consequences.

Let us be honest.

Scripts are "heavy" when they are done by people who have no idea on how to code.

It's alright; not everyone has to be a programmer.

Scripts lead to unintended side effects when they are done by people who touch things that they don't know how interact with others.

The solution is to correct scripts until those side effects disappear.

What I'm trying to say is: scripts are bad when they are done by people who have no idea of what they are doing.

If no one used scripts, nothing would ever be done.

As nilead mentioned followers can't dynamically learn perks or spells throughout the game. You either have to give them really good perks and abilities or no perks at all.

The best solution I could come up with is to leave some followers perk-less so that they could accompany me at the beginning of the game without killing every enemy. Another more theoretical solution is to use SPID to assign perks and spells to followers depending on level. Flaws with this approach is that it is fairly clunky as the player will have to swap external inis as SPID doesn't have levels as a valid variable.

Faendal or Sven would they are great cannon fodder.

I used to befriend Faendal then take him on adventure and have him killed(sometimes by me) so that I could have his house. Those were the dark PS3 days.

Lucien Flavius and Vilja actually can learn spells during training sessions or after personal quests so it is hardly impossible to implement that feature in other followers. Then again, both are scripted fully voiced followers rather than the unscripted fashion plates who use default voice types.

Well, not exactly an answer to your question about OP skills, my followers one-hit KO everything while my PC is weaker (thanks to different debuffs), so I use the console and the modav attackdamagemult command to lower their damage.

Yea him and Sven both are out classed so early on that I never used them. Now if Sven learned how to play heavy metal he would be worth a second look.... ripping guitar solos all the while your making a pair of boot out of a dragon... sign me up.?

The biggest one for me is that you can't edit Inigo's combat capabilities, because I'm one of those people for whom he's an absolute must-have. He's not SEVERELY overpowered or anything, but he is a bit on the stronger side.

At least he's mainly a fighter so you do have the fix-with-gear partial option. Between that and some enemy combat improvements enemies, I'm hoping my next playthrough won't be such a cakewalk.

Spell learning is also included with NFF, but I didn't mention that option because it doesn't solve the main issue of NPC perk acquisition. Without that capability it's hard to balance any follower regardless of whether they have a custom framework attached to them.

I tend to strip out all the over the top skills and abilities, change the outfits and armor if they dont fit Skyrims themes. I also normalize their starting stats and levels, while moving them to places that make sense. If I havent recruited a follower before the mid point of the storyline Ill never use them, Anytime past that Im usually past the point of needing followers.

I was testing a Follower In one of the caves in my play thru before I reinstalled. During the battle she summoned at least 6 of the soul cairn Skeleton warriors leaving me stuck till they de spawned. So please dont give followers mass or huge summons like dragons. I cant remember which one it was but there is/was a follower that let you toggle abilities on/off in the MCM .
