And it seems that Windows Security in Windows 11, along with my PC username not being a single word, is somehow blocking file access while causing VRAMr to crash. VRAMr also uses a .bat file instead of an .exe file; attempting to run it as an administrator just won't work. I tried excluding files and file paths in Windows Security, but that didn't help either. Only when I logged on my laptop as an Administrator was when VRAMr started working again, as it should. Funny enough, I had no trouble running it straight out of the box on Windows 10 without any admin privileges. Check the status of your UAC settings and make sure it isn't so sensitive. Using programs that require admin after installation is a major risk. Not recommended on any machine that has sensitive data.

I believe, based on my experience on a couple of Windows 11 machines, the UAC and it's system is more sensitive. There are more parts of the computer that is protected. The firewall is more robust as well. Any of these can be causing the trouble. (Assuming this program is valid and you are using the Widows 11 version etc.) If your UAC is mid to higher in the settings, try lowering it. You can also try to turn off firewall for a brief time to see if it is trying to call out and being blocked. You can try to turn off antivirus (briefly, suggest after a fresh reboot) and see if it works. I assume this Windows 11 computer came with Windows 11 and not upgraded from Windows 10. (mention this as some programs miss some features if not an upgrade. Sad to say, but a week ago someone I know experienced this event and had to reinstall Windows 10 just to be able to go through the upgrade as the component that that program needed wasn't present in Windows 11. Rare, and in this instance it was a known bug that the company was working on. (If I recall correctly, it was a Razer device. All be it an older one. ) Hopes this helps. I don't use that program so I can't help much more. 1
