This is pure supposition on your part. The laws around mental illness have been around for years and have not just appeared because of this case. Did they 'release all hell' prior to this case? Mental illness is never used to 'justify' any crime. At most, mental illness is used as a reason why the person committed the crime. Personally, I'd guess that the number is a lot lower than that of people who do have mental health problems and deny or ignore that they do.
