I'd guess one of the questy locations like Blackreach (which it is obviously not) or something something Vale or whatever. But what do I know? I'm still recovering from seeing a guy in Elden Ring wearing one of Elisif's best frocks (and I've got photographic evidence).

Not a quest per se. It was a Radiant Quest for a Jarl in this case though.

Funny factoid: There's a bug - that USSEP (USLEP) has left alone, where once you "read" it, if you drop it, you can pick it up, and it will still be in your inventory.
