The only time you should actually ever say 'quote' is in a verbal situation where the recipient cannot see you use your hands to make the 'quote' gesture or if it would otherwise be ambiguous or difficult to tell what are your words verses the words of the person/thing you are quoting. Realistically it isn't even that important outside of the legal realm where it is VERY important to differentiate between the words one person has said verses another. 1

Although I am a bit on the fence because maybe speakers are just dropping entirely what they think is an unstressed syllable (like pronouncing interesting as "in-tres-ting" and not "in-ter-es-ting"). The standard pronunciation, though, has primary stress on the syllable they are dropping.
