Its an effect shader from Dawnguard called DLC1CharusFlyerEmergeFXS, with the FormID: 0200298f (02 for Dawnguard as my second esm, otherwise xx00298f). You can just go and type "pms 0200298f" for the selected PC/NPC to apply the effect. With sms you can remove the shader again. In case you want to change the color, you need to replace DLC01\Effects\Gradients\GradBloodFlyer.dds.
