Is it part of a hair pack or a wig?  Does it have HDT hair physics?

But it have wrong female hairline texture (easy fix with Nifskope)

guys what are the best normal maps for cbbe, for the face.

 

You have to try it by yourself. DL normals from every texture pack open it with gimp/ps and test it. Which one looks the best.

if you go for realistic look , look for normals with a "pores" on it, if you preffer animu style, look for smoother normals.

Of that even IS a custom race I'd have to guess "Monli". But I've tweaked a Monli myself and had it look like a real teenager instead of a cartoon.

 

 

I do try for realism. The pic you posted is cute, but not very realistic in appearance. You could make that with a Monli race (get SkyKids here on LL), though.
