The heels in the mod are made of two parts: the sole and heel, you can combine different soles with different heels. By the way, it only supports unp/b at 100 weight. Just uploaded it here: http://www.sendspace.com/file/ez8cja I already edited the esp so all items in game have proper English names, use "help peach" to get the list of the items.

No mod. Its all CK work. The fire effect is the same one used in for flame atronach's, placed on a "second skin" around the body, hair and wings. That's why the file it so damn Big. The second one is fire and ice mage. I used the CK to add fire and ice damage effect with a bonus instead of damage. Its called Glowtastic, and includes many "spells" to create persistent effects around you till you toggle them off. The effect might not be as intense as your screenshots, but you have some 20+ effects to choose from.
