I couldn't find where Setr is near Riverwood. I looked everywhere. Maybe I wasn't looking hard enough.

Setr is almost always late to his mod, I can confirm.

My solution

In console.

help "Setr" 4

This way you can find out his BaseID

player.placeatme <BaseID>

Make sure there's a living Setr standing in front of you, go to the console again, left-click on him, and type "kill" (without quotes)

Now it is in the condition it should have been in originally.
