It's an accessory by Colores Urbanos, it's a Patreon thing and I got it last year (Curbs' Patreon is pretty weird and I don't really like how it operates but that's a different matter), pretty sure it's from the August 2018 collection, Curbs has put up some of their older stuff for free (I know for a fact that the most of the 2017 and at least the first couple of months of 2018 are available for free) on their patreon so you might find it for free if you google that.

Thanks and I'm happy you like her! My 'anime' looking sims don't really use any special mods, it's mainly done in CAS in 'detail edit mode' it opens a lot more sliders around the face and especially around the eyes! 

Its mainly a case of small features with huge eyes ? the eyes I used were a facepaint one by Praline sims,

I would not mind, but I fear, "Miss Mandela of Brindleton" is that black little poodle puppy ? the "skin" is by EA.
