Did you use a modded follower on that picture? Even if not, this is easier to explain with a follower mod as an example:

 

> creator of the follower-mod lists a hair-mod as requirement

> you install the follower, but not the hair mod (-> the requirement)

> follower appears ingame with pink / purple hair

 

That purple thing is the mesh, e.g. the canvas. The texture is what you can see as the surface on the mesh.

 

So, "purple texture bug" is always about a missing texture file. Can be completely missing, or just in the wrong folder / subfolder.
