Theres is no such thing as "overlays" in Oblivion. Everything goes into the base texture for the race/character. This mod has a photoshop resources with eyeliner, makeup and some facial tattoos for Head06: https://www.nexusmods.com/oblivion/mods/20166

that was what I meant, a while ago I had found a few tattoo textures that didn't have backgrounds that were set up to be merged onto skin (footfemale) textures using photoshop. I wanted to know if there was anything else like that other than the two textures that I had found.

I have a HW Dress by Yangyang as it looks in the Pics, don't know about Other versions ... Also I have retextured it long time ago to use it in my personal light texture game armor & close overhaul, here is the two files Original & my retexture.

Seamless textures Yes some in Packs Most individual at nexus, But colors I think only individual ... Just an Idea, Since U good using graphics programs U can recolor any nice seamless Pack like this https://www.nexusmods.com/oblivion/mods/45241 .

I checked Nexus Mods on a search for Hepsy, and found accessories and a couple other things, but nothing that suggested Hepsy hairs.  However, I do know that there are 24 Hepsy hair styles in the MBP (Modular Beautiful People) mod that you CAN find over there.  Oddly, it lists the hair available in the mod, except Hepsy's.
