It is right next to Karthspire camp with the forsworn guarding Sky Haven Temple. Yellow pointer is the exact location.

South of Robber's Gorge. A series of waterfalls heading down from Whiterun Hold to Hjalmarch. This is at the second one from the top if I'm not mistaken. Or third, depending how you count them. There's a giant camp at the very top, and a road leading from Rorikstead to Dragon's Bridge directly to the west.
