You need to create a unique condition for the NPC in EAP_ConditionData.xml and use it when assigning voices in EAP_Moans_topicData.xml. At least, that's how it's implemented in UAP/CM. I haven't tested whether this actually works.

Thanks! I'll try experimenting with EAP_ConditionData.xml and EAP_Moans_topicData.xml as you suggested. 
 

I have one more question. During AAF animations (especially Leito animations), the actors' scales are always reset to 1.0, even though I've set scale_actors_for_animations = false in AAFSettings.ini. Is this something controlled by EAP, AAF, or the animation XMLs? Do you know if there's a way to disable actor scale normalization completely?

Actor scaling is controlled by SCRS. For it to work properly, AAF's own scaling functions are already disabled using AAF_SCRS_settings.ini.
You can also disable SCRS using the holotape created at the chemistry station. Or delete it completely. Although I don't know why to do this. All animations are created for a strictly defined ratio of the actors' heights and look bad if not scaled correctly. And since different animations are created for different actor scales, they require the "smart" scaling implemented in SCRS.

Hi. Just so you know, the tag "NoSex" should be "NonSex," that way, non-sexual animations like hugs, etc., won't trigger orgasms with Sex Attributes.
