HDT PE is just the hydrogenHDT physics extension that is stickied like everywhere atm.

The garters are from ANK bridal set. There's a translated esp that has a link to a DL somewhere on loverslab. Lemme try and find it.

Start with one of the popular body textures that has a decent specular map (SG, Real girl, w/e). Load up skyrim with ENB. Open the menu with shift+enter and under the environments tab adjust every value for SpecularAmount real high to like 10 and every value for SpecularPowerMultiplier to like 4.
