It's certainly the Staff of Magnus mesh. The parts of the mesh that are most brightly lit are governed by a glow shader, so the shader properties in the mesh may have just been altered. That would be sufficient to make it appear like that. But it's so resized. Or i am wrong? Staves can be scaled in Racemenu like any other weapon. Given that the actor holding the staff looks to be child-sized, it's not surprising that it appears smaller.
