Well you just messed up somethings and forgot some steps...
After you unpack with gust_tools  it will create a folder called "Data".
You need to move the file from the extracted data folder in your game Data Folder.
From your image it's clear you did not do that and didn't renamed the packed file either.

After you after you unpack and move the files to the correct place, Start the game. IF it works you can start modding.

I'm looking for help with removing Ryza's straw hat from costumes.

I used the mod from the Steam discussions but it is conflicting with the World Map in-game. The mouse moves but it does not highlight locations and I cannot click anything to fast travel, right clicking to go back does work.

I have not changed anything in the inis.

This means the dimesnions of the new DDS you created and the original DDS are different. You have either resized the image or saved the wrong layer as the new DDS. (In my case it happened because GIMP saves the highlighted layer.)

Don't use any of that it renames textures in memory, modify the game files as shown in this post.

Does anyone know how to enhance highlight of skin?
Although there is a specular texture (e.g. 0002.dds for pc20a), the color of skin part of this texture is complete white and hence it cannot be further brightened to enhance highlight of skin.
I love glossy shining skin.
