I think you just solved both problems! Thanks! And they all appear to stem from the KSHair patch. I don't know why, but I just examined that patch closely in SSEdit and that patch is making other edits beyond the intended hair changes, including 1) removing the Solitude temple sandbox from Lilly!, and 2) changing the Solitude temple women's faction from the (new) Solitude Temple of Dibella faction to the (vanilla) Markarth Temple of Dibella faction. So, the KSHair patch is the problem! (and explains the exact behavior you saw) I will remake it, make sure it has nothing but the hair changes in it, and post a new version. The odd thing is, I've been running the same hair patch all along and I haven't seen these same issues on my playthroughs. But I'm still 99% sure this is the cause of the two above problems.

(without KShair patch). I tried both the regular faction, and inner sanctum vanilla factions. Still no dialogue. There might be something else going on, at least with the LE version. The trick is getting past one big fight without it. But you can always put your armor on once combat starts -- I'm pretty sure Rogen will be busy fighting and won't have the "Idle" dialogue that removes it until after the fight. I've never encountered or heard of any mods conflicting with SLSF, but I've never run Sexlab Utility Plus or the associated Papyrus Tweaks mod. These sound like they could potentially be the source of the problem. A conflict at the script level wouldn't show up in SSEdit. I would try disabling them to test.

I've talked to every miner in Darkwater Crossing I can find, unique and generic, and get no dialogue prompt about the ax. I'm sure I'm doing something wrong. Any suggestions? Thanks for a great mod!

You're welcome. If the quest marker is on the campfire, you're at the right stage. Everyone in Darkwater Crossing in the vanilla game is given quest-related dialogue at that point -- whether your PC is naked or not. So, Annekke, Verner, Sondas, Tormir, Hrefna and the guards all have quest-related dialogue. The dialogue that should be appearing is "Have you seen any bandit camps around here?" If you're not seeing this on the NPC's dialogue tree, some other dialogue mod is likely interfering. You could also try what Veldon has suggested, and try to speak with Annekke in her house in the evening (between 6-8 pm). That normally works fine too, but as Veldon mentioned, Rogen has to be with you for that conversation (and for some later ones) to advance the quest. 1

I think the issue was that I wasn't fully complying with the dress code at the hot springs - kept the jewelry on. When I removed that, all dialogue prompts appeared. Thanks again!

Got the second quest and went to see the Jarl but he provided no quest dialogues. I note that I did not get the Dibella quest until after I agreed at the treaty meeting to give Markarth to the Stormcloaks so the quest markers for the Jarl point to the old Jarl now residing in the Blue Palace. I ignored this for the first quest and spoke to the new Jarl in Markath and the quest worked fine. This time, after getting no dialogue prompts, I went to the Blue Palace and the old Jarl had a dialogue referencing how I handled someone - Fallion maybe? Didn't pay attention. However, no dialogues for the new quest. Again, I'm sure I missed doing something. Gonna try stripping completely again before talking to the Markarth current Jarl but any suggestions are welcome.

The Markarth Jarl dialogue will work with whichever of the two Jarls is currently the Jarl in Understone Keep. In other words, it will work with the current Jarl of Markarth regardless of civil war actions. BUT... I'm not smart enough to make the Jarl quest marker switch based on civil war actions. So, yes, you should keep talking to whoever is the Jarl in Markarth. Should be fine even if you switch Jarls mid-quest. Just ignore the quest marker and keep talking to whoever is sitting on the Mournful Throne. Next, I'm not sure where you are in the quest. Did you return with Rogen? If so, Rogen needs to be with you to get the next quest dialogue. If he's running a bit behind you, just wait a sec for him to catch up. Next, did you return with Lilly? Same thing for her. She has to be with you (meaning normal follower distance) to get the next quest dialogue. Edited July 29, 2023 by Gristle

I'm planning on bumping levels manually every time something happens (using the debug spell to, for example, raise exhibitionism when going naked for a bit, or whore when doing prostitution, etc.) since I can't get things working. The only Jarl quest that does anything (currently) beyond getting you a warning letter from the Jarl and a potential bounty is the Jarl quest in Markarth, which does have a sizable quest associated with it. That quest also starts with a warning letter from the Jarl, triggered when you are naked around NPCs in Markarth with SLSF Exhibitionism fame of 80+ and then gets you summoned to the Jarl when you are naked around guards in Markarth with SLSF Exhibitionism fame of 90+. He shouldn't stop following you until you report back (with him) to the Jarl. Of course, he might have got hung up somewhere. I had to wait hours once for him to show up after I fast traveled. You can always go back a save if he's really lost. Once you report back to the Jarl (with him), you'll get a new mission and Rogen will stop following you and will head off to the Silver-Blood Inn for a few drinks.

Spoiler After asking "the jarl has ordered..." on one of the sisters, are they supposed to stay nude forever, or do they redress after a set amount of time? I have the Sisterhood of DIbella mod installed and I wasn't sure if it was interfering with this section.

I still installed the version with jarls (before that I had the option without warnings) and this is what I found from Beletor. A fox is the size of a cow. Is this how it should be? I have not yet checked other foxes in the game, maybe they are all like that now. I don't have mods for creatures, I mean the ones that deal with dirty deeds. I tried to uninstall this giant fox, but my game crashed.

The quest name is SLSF_Comments_JarlLetterMA and quest stage 160 is the stage you are at when you are to return with Rogen to the Jarl of Markarth. After the conversation with the Jarl, the quest advances to stage 190. So, you can skip the conversation with "setstage SLSF_Comments_JarlLetterMA 190" but then you won't get a disguise that is useful for the next part of the quest, because that is given to you in script fragments attached to the dialogue that you skipped. It's not necessary for the quest, however. Just be prepared for a tougher fight. Or, you can give yourself those items: player.additem SLSFC_ForswownCuirass 1 player.additem SLSFC_ForswownBoots 1 player.additem SLSFC_ForswownGauntlets 1 player.additem SLSFC_ForswownHelmet 1

At the time I wrote this stage, I didn't know how to permanently change outfits. Now I do, so I can make it permanent if that's desired. That was actually my intent at the time. I just stripped them and didn't realize I actually had to change their outfit to make it permanent.
