Fiona and Tamaki have no hair styles available to buy with girl coins in-game, are they unlocked somehow or they haven't been implemented yet?

One more question is there a tool to change the haircolour of a character? I've seen the pink hair on Fiona and I've been thinking Tamaki would look really nice as a redhead.

From the error it sounds like you don't have the "_id" folder containing id.ini from one of minazuke's mods in your DOAX-VenusVacation\Mods directory.

There are no in-game hairstyles for those two, and I haven't seen any mods either.

Edit:

The Misaki one got holes in it, and so does the Tamaki one!

But the Kasumi one doesnt? There isnt a scene with her in that suit malfunctioned so I cant check it myself, so I just believe you

Odd that they have different body meshes for the same suit

Er, has any of the new characters ever been added to the permanent gacha? Besides Misaki who was there from the start. Luna, Tamaki, and Lei Fang hadn't as far as I remember, so don't count Fiona being added either.
