You can make those ears with sliders from Racemenu (probably ECE too but I don't use it)

Preset from the body you can get from https://www.nexusmods.com/skyrim/mods/90243

 

This maybe a custom race but I am pretty certain those ears are simply part of the RM preset.
 

Edit: Ok, I'm wrong ?
Also tried to recreate those ears in RM and even with the sculpting tool I wasn't able to even get close... So, ignore me.
