Yes, they are dicks/cunts, or at last their copyright lawyer team is.

To my knowledge, they only sent a cease & desist to a specific team who were working on an entire remake of the game, Project Vaulderie. I don't think they have any problems with other mod authors. -Edit- Not saying I agree with their decision though.

The game was awesome but it has the single worst ending I have ever seen in a game, and I beat a lot of RPGs.

I mean even KOTOR 2 had a better ending, even if that game was probably just as unfinished, and when I played it I didn't have any unofficial patch.

Still one of my favorite games to this day despite its flaws. Also, have you noticed that the modern Harley Quinn looks strangely close to Janette?
