Whiterun, on the other side of the wall from the main gate leading up. Sort of halfway between a bandit encampment dug into the hillside and the Khajiit caravan camp. Closer to the caravan camp. Urgh... This one's a bit difficult to describe the exact location...

Correct!  It's a view of whiterun I see a lot of since I use "breezehome FullyUpgradeable", that waterfall is my "secret entrance" into the home/city.

Masterfully explain and the pic nails it completely.  You get a venison chop!
