The boots are the Ancient Nord Boots with Amidianborn Texture and the cloak is part of an armor made by Zerofrost, but i don't remember wath, if you search is mods on Nexus you can easly find it.

It's probably specific to that race, btw that race is by Dreamburrows and haven't been released.

It's either ygNord, Monli, or CotS (you have to make CotS compatible with ECE) because the face is very child-like.  The face can be achieved with ECE and the right face textures.  Different textures will produce different results.
