When trouble-shooting it is important to do things systematically and methodically.

SKSE has it's own "How to" page ?

 

@tampabrad by now I would say (like already suggested) it might be better to rebuild your skyrim setup from the start

Make a backup from the NMM mods folder first tho.

You find those in: <drive>: ... nexus mod mananger > skyrim > mods

 

on my blog (if it has too much steps for you) just follow the part to:

> install skyrim via steam (cleaning masters is optional know from what I read on different topics))

> install NMM

> install SKSE (+ GC's "how to" instructions)

 

after that you should be able to add mods again.

 

if that works you might want to follower steps to make your game more stable for the use with more mods

If you mean me then no I don't say that on every topic? NMM is deprecated so if someone is starting out modding you should point them away from it.

It still gets updates and it works.

If you read the OP he/she asked for a source to get a version of NMM.

The issue here seems to be more the installation of SKSE.
