This may be a dumb question, but does combat training actually increase the NPC's combat ability?

Nope. Just makes them less willing to run away/do nothing. 
"Combat is a slaves capability and willingness to fight for you"
As far as I know there has never been a discussion mentioning "The higher the training, the more access they have to their spells/skills" 
That would require a different beast of scripting.

I would ask the same question over on Diary of Mine.

If any mod affects stats based on training - it would be that one.

Yes it does. At least in PAH, the spawned characters get promoted to higher level, if I remember well. With DOM it's also the case and it's on by default but you can turn it off.

not only does it improve their skills, but in previous versions it worked too well and i was asked to lower it. the most recent updates are focused on rebalancing the skills earned after combat training

I'm having trouble selling at the fellglow slave camp. Jerreck just asks me if I'm going to sell myself. And I have her in PAHE first and foremost. I think DOM is what captured her and created her and I had to port her back into PAHE to try and sell, but I'm still getting nothing.

If you installed The Fellglow camp extension from the DOM installer the slaves need to be in the DOM manager. Also you can't sell unique slaves at Fellglow camp.

sorry for the delayed response, have you changed camp versions mid-save

It's not suppose to "appear", you need to press 'E' (interact/talk to key) with the right conditions.

have you beaten them to submission or used any other means of capture on them

they get knocked out, but can't be enslaved. i have the options to "pickpocket", "wake up" or "talk". if they surrender the best i can do is make them "hand over the loot" which is just a few coins.

check the mod status from the mcm
