No, only laterally, no up or down. I have the latest F4SE but I haven't remapped (at least not deliberately); I don't know how to do that.

If it doesn't work it is an issue with your keyboard and the game.

Something appears to be up with this version. It doesn't detect as being installed and SetFlyCam doesn't work.
