Maybe when I am bored one day, I will just try it with a bare minimum of mods on a new profile in mod organizer and see if I can trigger the quest.  Right now I have 142 mods on left and 122 mods on right.  I know Slaverun and Troubles of the Heroine changes to Whiterun.  Don't know if they could be the cause or not. 

 

Do you think it could be something as simple as a load order?

I was actually able to get it started.

 

I installed the mod after I became a thane. 

 

I wasn't able to get mod started through dialogue.

 

I had to sqs console command through the entirety of part 1.  Part 2 started just fine, however no collar was equipped because of the console commands.  Progressing through quest line now.

Suggestion, maybe you can change the way the mod is triggered.  How about a courier is sent to the player one day after she becomes a Thane?

 

It could be from the captain, or strange guard.

Well never mind, read past comments and saw someone uploaded a ESP for SSE and another that uploaded the LE mod (because this mod is mostly avandoned), and I optimazed the meshes with nif optimazer then used the ESP contributed in the comments, I gonna put it here just in case someone need it or want to make an SSE topic for the mod, just give credit to the original author, the author of the female version, to the guy who brough the ESP. for SSE, and me for the optimation of the meshes (in my case is just in case if there is some kind of problem with the meshes Im the one to blame >3>  )

 

obviously there still the problems with the bodyslides of all the armors of this mod, so in your end you would need to replace all those armors with the curret type you're using, this is on the author not on me
