The first time we arrive in Windhelm, she is alive.
After that you have to visit the town four times and then she is dead.
And there are mods to save her I think.

The author of the video could very well have used the player.placeatme command

By the way, where does this fluid effect in the background come from? ~ Did you made it with a spell / source of water or some graphics software??
