The tattoos/bodypaint themselves are from the Community Overlays packages(https://www.nexusmods.com/skyrimspecialedition/mods/22487 and https://www.nexusmods.com/skyrimspecialedition/mods/26224) though I can't remember for the life of me if the glowing colors were included in that, or if it's some other racemenu addon.
