Since no one else has answered, the face and structure made me think of this one, but my suggestion is only a "close" and would still require you to edit the eyes.  I suspect this one is, if publicly available, is from an Asian based FO4 mod site.

I messaged the owner of the gallery and he it was ported myself and has never been released. I asked and he has not messaged me back yet if he going to release it.

Sorry to bother, but I wonder if anyone know's what this armor pack is called? I used to have it but my mod list was unfortunately nuked and now I'm scrambling to try and find it again. I vaguely think this specific top was called mara something but trying to search up all the mara themed mods didn't yield any results sadly.

The top is part of the mod called Tactigirl. And you're right - the top is called Mara
