It's from a mod called Mad Masker by Vicn, or something similar, you can find it on Nexus. Sorry if i don't provide a link, but today the Nexus won't load... Ah, I've got that mod! Thank you!

This person is making use of a bug that allows you to have two hair meshes simultaneously. That is not a single hair mesh. That's how i "missed" it.
