And if so how does it work? if it does not exist what is the likelihood of it ever being made and distributed? the mods here are amazing but they are a chore to download and get working sometimes

No there isn't and there's a 0% chance of one ever being done because to do something like that you need a team to do that and then you'd need a team to keep it updated and working.

Long ago, in a galaxy far far away.... someone dedicated their time into making a mod manager for LL.

 

Not sure what happened, but it was abandoned.

Probably what Myuhinny said. I mean you really have to take Time to keep such a thing up to date and then, there isn't even any income for the Work you put into it if you don't have enough Supporters. Can't imagine how much Money/time you have to put into it before even someone considers to support your Project. That and if you have a Team, you need to keep them entertained and humor most their Ideas too if you don't pay them. If they don't get money from you and do the Work like yourself, for the passion of it, you can't deny them their ideas even if they are bullshit.  that kills such projects very fast.

Also, why exactly would you need an additional modmanager anyway? Last time I checked, Vortex had zero problems handling mods from here. The only Advantage for nexus mods is the api hook for the website. And thats just a convenience thing which saves you like 10 seconds...

the "get them to work" part is in most cases a problem on the users end. Usually caused by ignoring comaptibility warnings or installation instructions...
No mod organizer in the world will ever do this for you.

I don't ever recall money being the issue behind this project. It was simply to make the mod manager like NMM but handle LL mods. If only I could find the that old thread. But this was more than likely 8+ years ago.

I wouldnt put too much faith in vortex  i use vortex and its a godsend for those of us who are clueless to modding i use it for fallout 4 not my sims games but i do belive vortex have shot themselves in the foot with their collections i downloaded three of them and none worked they are losing the best modders to other sites including LL which is not a bad thing i have a feeling vortex will be an empty site in a few years as policies are not modder friendly maybe some ex modders can comment here.

I think that's what he was after - the direct download without him having to do anything more exerting than click on a button.

I don't understand what is a chore about it? First you should never let a mod manager download mods for you....you  should download the archive yourself the add it to your mod manager of choice less of a chance of a screw up.
