There is the Ciceria mod, that turns Cicero into female with voice overs, tho the voice actig is not bad, the audio quality is. But well, it's something. Tho, to become Elin, that is a VERY specific and huge request, I dunno. The trouble is, even if you can turn all male into female, they would still have male voices,tho.

People have mentioned some of the generic replacers already, but if you want to replace specific men with custom voiced females, there is Female Ulfric/Ulfrica Stormcloak, Female Cicero/Ciceria, and Female Heimskr/Heimla.

Whenever one wants anything as hyper-specific with niche appeal such as an Elin replacer, one must be willing to use pre-existing mods to make something more suiting to one's unique fit of pique. NPC Edit or NPC Transfer Tool will help you out in this endeavor.
