There is a "hair" for the dolls (playable if you wanna equip them) that looks like that called "YAG helmet" or "YAG Powered Helmet" (along those lines). This is a custom retexture for it. Most likely private.

I believe it's an early draft for Zerofrost/Victoria G Raven Witch armor, that picture is taken from his feathery dragon mod. An additional mod by him has some ideas taken from this design as well, although red and less of a dress. http://www.nexusmods.com/skyrim/mods/21572/ Here is a picture of the Wicked Witch concept If it's of any help to you, the armor is based off of Queen Ravenna from the recent Snow White movies.

The leg and arm armor looks like golden ebony armor from aMidianborn The enb looks a bit like realvision, not so sure on that though
